The obvious answer, with two catches nobody mentions: several of the best are shut on Mondays and Tuesdays, and the two biggest are campuses you walk across rather than buildings you walk through.

The state art museum, free, and the galleries are all on one enclosed floor — which makes it the most rain-proof museum on this island. Its sculpture garden is downstairs and outdoors; skip that bit.

The galleries are enclosed and the collection is the best in the state, but the museum is built around open-air courtyards and you cross them to move between wings. Their own café is described as open-air. Entirely doable in rain — take an umbrella for the transitions.

Hawaiian Hall, Pacific Hall, the planetarium and the science centre are each properly enclosed — and they are separate buildings on a campus, so you walk outside between them. Open seven days, which most of the others are not. The planetarium is the right call in heavy rain: you are sitting in the dark for the whole show.

Two enormous WWII hangars, both genuinely enclosed, and the best Pearl Harbor option in rain by a distance. You reach Ford Island by shuttle from the visitor centre and the control tower climb is exposed, so the journey is wetter than the destination.
